The Winter Weather Advisory from midnight tonight through noon on Sunday was dropped but now I have a nice dusting with fine snow @ 31 degrees. Actually heading out on an early quick store run, but not anticipating any road issues nor do I expect freezing rain to be an issue. This is considered a "NW flow" event which means these dusting snow showers are possible this morning.
The concern for other areas is for temps that will be slightly below freezing early Sunday morning, so a mix of freezing rain and a little snow is possible in the NC counties bordering TN. While a wintry mix is likely to fall for a short time here, temps yesterday warmed roads which I'm sure helped...right now, this seems like a limited issue in ACA, more for points north and towards the TN border from us.

GLUB, GLUB, GLUB....
...and now BRRRRR!
For the past rain 'event' the past few days, I tallied 5.78" at the end of Staymon. We are in a Wind Advisory today, and just in the few minutes I was out tending to my bird feeders (after an effective raccoon raid early this morning), several trees and large limbs came crashing down as the winds started to howl over the ridge behind me. Thanks to all those who stop to help move that which has fallen on our roads.
Back to the ice box with the cold finally coming in...could well have some snow showers later today, though at best a dusting would occur in higher elevations. No travel issues for ACA. This weekend, more precipitation moves in, but temperatures won't be locked down in snow territory, so we'll most likely go in and out of snow and rain showers Saturday night and Sunday, beginning as rain Friday night. At this time, no wintry accumulations or travel issues are expected.

COLD RAIN...
I was surprised to see Haywood County added into the Freezing Rain Advisory in effect until 8pm this evening (UPDATE: Haywood advisory canceled @ 1:50pm)....all along we were forecast to be above freezing, with any icing issues no farther west than Asheville and immediate mountains. My low was 35 this morning, now up to 37. The National Weather Service was concerned for potential icing along the I-40 corridor, and in sheltered valleys where colder air can get trapped.
By the time all is said and done in another 48 or more hours, we may well have tallied 5-6" of rain in ACA. Upper Staymon is almost a quagmire in places.
Tuesday night, there may be a brief period with some snow showers as the colder air finally moves in, with zero road concerns at this time. Same type of situation Friday night into early Saturday morning.

WATCH FOR BLACK ICE
As I left ACA just after 2pm Wednesday, the plow had made it's first run up Apple Creek Road, and I basically had no issues though the double hairpins had to be taken slowly. The side roads, like Staymon's steep section, are extremely slippery and icy, though I made it down without an issue. Slowly and carefully is the only way to roll.
I had 1.75" before I left, and saw Al got 2" at the top...winds blew away and added snow, but the heavier snow amounts stayed west and north, thankfully. We're all done with precipitation (and the strongest winds), so it's a matter of slick spots on roads and black ice this morning. In eastern NC the storm line dropped an EF2 tornado in Carteret County along the beach front late Tuesday night, destroying some condos but no loss of life, thankfully.

SNOW TODAY
Getting ready to head out in 10 minutes, so will not be able to add any blog updates myself for at least 3 hours. Very limited traffic has moved up and down Apple Creek Road today, but it has moved, albeit slowly, per Chris Martin. At 1:50pm I still see only tire tracks on AC Road but have to head out regardless. Still some snow showers incoming from TN, but I've totaled 1.75" and wouldn't expect a whole lot more. Happy Thanksgiving to all! Be safe....

At 6am it was 26 degrees with about 1/3" of snow on the ground here on Staymon...a heavier band of snow is incoming soon and for now not much behind it. However, ACA is in a Winter Storm Warning through midnight, and there is still plenty of moisture in TN to head our way - sort of. To be honest, at this time, I don't see that much precipitation heading directly for ACA....from Madison County on northward they stand to have higher accumulations when all is said and done. 2-4" has been the standing forecast for our area, which I subscribe to, but I see the 2" more than the 4"...with all of the holiday travel taking place, that would be a nice outcome.
My big concern was what ice would be under the snow. That thought was just confirmed with a report from Al Rose at the top: he just went out and there is ice under the snow. Stands to reason Apple Creek Road would be slick and dangerous for now. Temps are forecast to slowly drop through the day, looking for a low around 10 degrees tonight in ACA, and winds are supposed to be cranking, as well.
I know I have to leave ACA today, but will most likely wait until Apple Creek Road is plowed and/or salted which is slated for early this afternoon at last check. I will update this page with information as I get it...any reports you may have on conditions or vehicle traffic are always welcome. INCOMING SNOW
Well, worth a new post as we assess the snow coming in. It's a NW upslope flow event, and the current forecast has been 2-4"....not enough changes one way or the other to change all of that. Close by the Plott Balsams and the Smokies is 6-7" but I'll leave ACA in the 2-4" category, low to high in elevation.
Overnight tonight there will be a switchover to snow, without a time period of no precipitation to be void of precipitation for sublimation, so I expect an icy belly to the snow that collects before sunrise, and beyond. Travel could be very tricky early in ACA, but plowing and salting is slated to take place in early afternoon, to the best of my knowledge. WINTRY WEATHER INCOMING
(This paragraph is an update just before 5am Tuesday: Yay for the warm nose aloft as I have 41 degrees this morning. However, getting reports of significant icing, and I do mean significant, starting with counties just east of us, which are now in an Ice Storm Warning. We will not be having icing issues this morning here in ACA, but after heavy rain today we still have the snow to deal with Wednesday. Count your blessings...)

Precipitation arrives in western NC this evening and stays through Wednesday. It's a particularly wet system with many areas in the mountains expected to pick up 1.5"-3" of rain...or should I say 'liquid equivalent'.
We've obviously been much colder and below freezing a lot recently, so a nice warm ground temperature isn't in place to help out. There are two concerns for Apple Creek for this period. (click images below to enlarge)
Concern #1: Freezing rain. The freezing rain advisory is in place for us from 9pm tonight through 9am Tuesday. The freezing rain could start as early as late this afternoon. Ice amounts for our area don't look to be enough to be a problem for our roads, but even IF enough froze to make slick spots, there is nothing that can be done treatment-wise given that in time it goes to all rain. Let nature run its course with melting and hope we don't get power outages.
Concern #2: Accumulating snow. The backside of this system is forecast to switch to all snow by daybreak Wednesday, and ACA is presently in a 2-4" accumulation range, the 2" being toward the entrance and 4" at the top. With the significant amounts of rain that will fall preceding that, an icy bottom to any snow amounts is a big possibility, so Apple Creek Road will warrant very cautious driving on Wednesday. A lot of us have big holiday travel concerns both in and out of ACA on Wednesday, including myself...check back for updates.
I will update as needed late this afternoon.

*Roads maintained by the
ACAHA are of a steep and winding configuration. They are also located on the
Northern face of the mountain getting little to no sun in winter months. With
elevations ranging from 2500- 4500 feet, it is not reasonable for anyone to
expect to be able to travel them at all times during inclement weather. Safe
passage on our roads is not guaranteed and at our own risk. This is a reality
of life in the mountains.

Snow Removal:
Keith had 3
bids for snow removal and the lowest from M & L Lawn &
Landscaping was voted on and accepted. Jerry made the motion and Marilyn seconded. Keith refrained from voting after he
discovered that he had gone to school with Mike Clampitt. Mike has a Kubota tractor with a scrape blade
that we felt would do a
better job and he will spread the salt where needed as he is doing the job for $100.00
per hour. He will also scrape driveways
for homeowners upon request and bill
them.
Balance Due:
It was decided unanimously to put extra
letter in t\with new assessments to homeowners having past due balances and place
liens from previous
year at
same time if needed.

Meeting was held at Maple

CALL TO ORDER
A quorum
was established: 22 homeowners were present and 80 proxies.
Secretary Terry Rose was nominated to chair the meeting by Linda Hughes
and then voted and approved. The minutes from 2012 meeting were read.
Frank Moskos made the motion to accept them and it was seconded and
passed.

COMMITTEE REPORTS
The
Treasurer’s Report was presented by Frank Moskos. As of August 1,2013 the account balance was
$9,241.86. There was a recommendation on setting up a Contingency Fund;
however, there was only a discussion because not enough votes to be
passed. All but one assessment was
collected for 2012. There is only one lot owner not current before 2012.Doyle
Love raised the question on reimbursement for Board members. It was noted that members paid for their
assessment and then was reimbursed in July 2013 to keep bank costs down.
Question
was asked how minutes are kept. Terry
Rose did a great job of construction binders for the President, the Secretary,
& the Treasurer! All the information she could find from previous years
were organized!!! Doyle Love moved to
accept the Treasurer’s Report, it was seconded and approved.
PRESIDENT’S REPORT
It was
presented by Linda Hughes, acting President, because Lorraine Conard was on maternity
leave. She reports that A.C.H.A.’s lawyer, Mr. Wm. Cannon, recommended that we get
liability insurance to protect Apple
Creek’s Homeowners. The cost is $732.oo
a year. She discussed how important this
policy is to protect each homeowner.
Molly White
brought up the four lots that are impacted by the fees, but not located in
Apple Creek. Their access is on Mauney
Cove Road, but their lots have always been incorporated into Apple Creek. The President’s Report was moved, seconded
and approved.
COMMITTEE MEMBERS REPORTS:
Keith
Patton gave a report on estimates for maintaining asphalt road. The two companies that
gave estimates identified that over a four year period it will take $70,000 to $80,000.
to repair the roads. To pave entire road
over existing pavement would be over $100,000. and this would not be a
permanent fix. It would be $1900. to
grade side roads; however, that is no extra gravel.
Doyle Love
gave a report on the three proposals to amend by-laws. It was mentioned that the only legal By-Laws
are dated 1977 & signed by Frances Dingus.
And, there was only two amendments that have been added since 1977. The three proposed amendments were only
discussed for a short time because they could not be voted on due to
insufficient proxies. It was stated that
the By-Laws need to be registered with the State.
NOMINATIONS/ELECTIONS
The board
presented a list of five names from the nominating committee. There were no motions from the floor;
therefore, it was moved be Linda Palmer to close the nominations, then seconded
and approved. It was moved to have a
five member board. Doyle Love made a
motion to accept those names, and it was seconded & approved.

feud with Smokey Mountain Retreat to see
if it can be resolved. Frank Moskos motioned ,
it was seconded & approved.

motorcycle noise was discussed. Keith
Patton explained that it should be rectified
soon. Their lease is not being renewed.

First Flakes Likely Today, BUT...
Days ago, models had today's incoming cold blast bringing a few inches of snow to ACA, but those numbers have dwindled to 0-1". Not worth posting the graphics I normally do for this system, which stands to give us a heavy dusting...if that. Timing looks to be late afternoon through early evening, with all precipitation a done deal well before midnight. Good thing as lows may well be down in the teens in the morrow. Lots of wind coming in with the crashing cold later today, as well.
I foresee zero road issues because the ground temps are well above freezing, but it looked like Keith et al. were getting our roadside salt boxes stocked/replaced yesterday, primed for the winter ahead. I have to leave town by noon so I will not be on the mountain to observe anything, but as always you are welcome to post information below in the comments section.
Too, not a bad idea to check and make sure your well-head has good insulation around it. While Wednesday will be the coldest day since last winter, it starts warming back up Thursday.

A Huge "THANK YOU!!!"....
On behalf of the ACA board, Keith Patton sends a great big "THANK YOU!" to residents for helping to stay off Apple Creek Road today while paving was done. The paver greatly appreciated having the full right of way to maneuver the equipment and do the work properly, and the edges are beautifully set (noticed that myself on my way back up a short while ago). Even got a little freebie section taken care of with the extra asphalt, near Split Rail. Thanks to everyone's cooperation, the paving went as perfectly as it could have.
Too, many have been wondering about our motorcycle noise (and other related) issues...the renters have to be out by this coming Tuesday, which should draw our long-running, serious concerns to a close. That's the Cliff Notes version, but it reads as good as the full novella. :-)

ROAD CLOSURE: FRIDAY 9a-12p
(I've been asked to pass this information along from Keith Patton, president of ACHOA - Bob)
Our last paving installment for 2013 is scheduled for this FRIDAY OCTOBER 11, on a section above the blue roof house. Apple Creek Road will be closed between 9A and 12P so that the machines can not only do their job but the hot asphalt can properly set. During the last paving event, cars driving off the new asphalt to go around equipment prematurely cracked and broke off un-set asphalt. We all value our dues money, and we are all being asked to please stay off Apple Creek Road and let the pavers do their work for 3 hours. That way, we'll have the best road surface set in place for the work done. Thank you in advance for your cooperation.

Please bring whatever you can in the way of weedeaters, pruners, shovels, limb trimmers, etc. Once assembled, we'll prioritize those areas along Apple Creek Road that need attention; hopefully, in about 3 hours, we can knock out a lot of clean-up work that ultimately saves the association money. Too, winter isn't that far away, so this work will help greatly in being prepared as we head into our winter season.

BIG Kudos and Other 'Stuff'...
Yesterday I returned to ACA after a week of out of town work, and lo and behold it was only 68 degrees at 1:45pm! I'm sorry I missed the coolest of days earlier, but I have had an unusually busy month and working out of town far more than I've been on the mountain. In large part that's why I've been a bit 'silent' with the blog, as little to no information has come my way.
Of the things I had to miss was the Annual Meeting two weeks ago. As yet I've not heard anything directly about that meeting except that it lasted about an hour, the nominated board was elected in the voting, but the three proposed by-laws changes did not pass due to lack of enough proxies/votes. Those are really important things, those proxies...even if you can't be present, I hope you would send in your vote to a person of your choosing. They DO matter. I'm supposed to meet up with Keith Patton soon (member of the new board), so I'm sure I'll have more to share shortly.
From time to time individuals here take their own time and energy, and sometimes money, to do some upkeep in ACA. In order for me to acknowledge those random acts of thoughtfulness, someone has to let me know, or I have to see it for my own eyes. Too, I think it's important to express our gratitude for caring about this neat mountain community.
Today, I saw. (Name withdrawn) did a SIGNIFICANT amount of weed-eating around the double hairpin curves, that sorely needed tending. THANK YOU, (name withdrawn), for your efforts! Plenty of roadside vegetation is awaiting the same fate if anyone else feels so led to do a little trimming. Soon enough, cold temperatures will kill back a lot of it, but that is some time away.
And can I get an 'hooray' for a run of dry days and zero rainfall????!!! Hard to believe Labor Day is less than a week away. I'm still wondering where spring went, much less summer...

ANNUAL MEETING REMINDER: AUG. 13
We are two weeks away from what is actually a very important part of life here in Apple Creek Acres, the annual meeting:

You should have received via mail recently the announcement along with enclosed items like the bylaws, the all-important proxy, and a stamped return envelope. Lots of issues are on the table and lots will be discussed.
We realize not everyone can or wants to attend the meeting...but the proxy is a means for your 'voice' to be heard when it comes to voting for the next set of board members. If you want a particular person like John Doe to cast your vote for you, simply put "John Doe" in the blank at the top of the proxy form page where you "appoint" your proxy vote, put it in the self-addressed envelope that goes to Terry Rose, Secretary, and it's a done deal for the meeting. If you want the board to have your vote, put 'board' or any one of the board members names and send it to Terry.
Too, there are THREE Bylaws Ammendments that need your vote in person or checking off on your proxy, so please be sure to read over those carefully and cast your vote.
In recent weeks a good bit of paving stretches were completed, and I thank everyone involved for their work in organizing it. I know Keith Patton stood by and helped with traffic for that time, so a humble bow to Keith for his work and other assessment work he performed for the board and ACA on his own time. And lest I forget, a very belated thank you to Irene and Judy for their sprucing up of the ACA entrance area!
Our rather constant rains hampered the timing of the paving for sure...I'm gone too much to give you an accurate rain total so far this year here in ACA, but a weather spotter friend in Lake Toxaway, as of the second week of July, had already tallied 90" of precipitation for the year. It's ridiculous, but boy howdy have the past couple of days been nice ones with the drier air and no rain! Hopefully we'll lose this wet pattern by winter time....puh-leeze...!

COMMUNITY WATCH
The safety of our community is only as secure as we try to make it. Several of us have had communications with the (very helpful) Haywood Sheriff's office in the past couple of months, and any of us are free to call them with any concerns, odd sightings, unusual situations, etc. Keep this number handy or key it in your cell phone like I have:

There is the possibility of increased break-ins now that summer is here, and a lot of us are away on travel. Be a good neighbor and keep your eyes open not only around your place but your neighbors and as you travel Apple Creek Road. Thanks in advance for taking the time to report any suspicious activity, to a board member or directly to the Sherriff's Office.
If anyone is interested in free mosquitoes, I have a few hundred thousand for you....

Meeting called at 11:00.
Mr. Patton and Mr. Love spoke to the Board (Mr. Moskos was not present) regarding the two proposals received from HMC Paving and Custom Paving. Both recommend that we use as much of the budget funds be used for paving rather than spending funds of approximately $1000-2000 on the “crack fill”. Using this “crack fill” will enable a 2-3 year fix on parts of the road that are cracking. Mr. Patton suggested that we NOT use WNC Paving as the parts of the roads that they fixed or paved are either crumbing or cracking. When repairs of road are accomplished, it was suggested that someone inspect those areas after they have been drove on for a while. The Board has requested that Mr. Patton and Mr. Love take on this responsibility because of their knowledge and experience of evaluating the road and damage for many years in the past.
It was also recommended that “rip rap” NOT be used in the ditches due to future problems that will arise with leaves, dirt and other debris clogging up in the rocks.
After Mr. Patton and Mr. Love left, Frank Moskos was in attendance. A thorough explanation and review of the estimates and the suggestions from Mr. Love and Mr. Patton were discussed so that Mr. Moskos had all of the necessary information for his input and decision making.
Following that, a motion was made by Linda Hughes to hire Custom Paving. Seconded by Mr. Moskos. Motion passed.
Motion by Linda Hughes was made to hire Asphalt Restoration to clean ditches, grade and compact gravel roads. Frank Moskos seconded. Motion passed. Linda to contact Asphalt Restoration to start as soon as possible.
It was still under discussion on which parts of the road are in most need of repair. Linda Hughes will contact Mr. Patton and Mr. Love to help make this decision and start road repairs.

CLARIFICATIONS to Board minutes

Clarification of the Board of Directors meeting on June 1.
Keith Patton and Doyle Love have been assisting the board in getting proposals for Apple Creek Rd improvements only. I want to thank them for all of their help.
Several months ago the Board had a company look at the problem we are having on Staymon Rd where the paving was installed on the curve. At the time we were told that to fix the problem we would have to pave from the curve to Apple Creek Rd.
At the recent meeting there was only discussion of the problems existence. There was no motion nor any decision or discussion regarding paving Staymon Rd or any of the side roads.

It was brought to our attention that certified letters were
NOT sent to delinquent homeowners.
Motion made by Linda Hughes and seconded by Maxene Lackey to send out
certified letters this week (week of June 2nd, 2103). Motion passed.
A proposal from Smith Construction was given to the Board on
road repair costs. Keith Patton and
Doyle Love traveled the road with Smith Construction to see what repairs were
needed. We are currently waiting on
second proposal from Custom Paving which should arrive week of June 2,
2013. Staymon Road is in critical need
of repair and first estimate was $6500 to pave from first curve on Staymon down
to Apple Creek Road.
A decision is still being made to determine if “rick-rack”
should be placed in ditch on “S” curve on one lane road.

Road issues: Linda Hughes had contacted Smith Paving about getting estimates for road repair. Smith Paving uses an Infrared Seamless Asphalt Repair on roads. The Board, along with Chris Martin, Doyle Love and Al Rose will meet with Mr. Joe Smith on Saturday May 11 to go over roads.

health reasons. Motion was made and

Linda Hughes will assume the duties of President while
Lorraine Conard is out on maternity leave.
Hiring Management Company: Frank Moskos provided information regarding a
Management Firm that helps run Homeowner Associations. Terry Rose will contact and get more specific
information.

FLOOD WATCH
Our newly cut drainage ditches are going to get a run for their money this weekend. 2-3" of rain is expected to fall this evening through Sunday night, hence the flood watch being posted for us. The cloudy and unseasonably cool temps (41 degrees this morning) will hang around through mid week, with an omnipresent chance for rain each day.
All of this moisture has made for a lush appearance on our mountain, with wildflowers out in force. And my hummingbirds returned a week ago, about 2 weeks later than I had noted them arriving last year. I have always referred to the first flower as a white Wake-robin (Trilium erectum) but I just read where another name for it is "Stinking Benjamin" (among many others, of course).
